Minutes of Commission meeting held on March 24, 2009.

Present: Mary vandenBerg, Chairperson, Marcia Beal, Patricia Caron, Howard Fife, Nathan Gumlaw and James Wettlaufer.
7:05 p.m. Chairperson called the meeting to order.
The Minutes of March 10, 2009 were read and accepted and will be distributed.
On 3-17-2009, Corey Brote was called and denied his request for Certificate of Compliance for the project at 88 Sturbridge Rd., DEP File #184-182. Our Agent Howard Fife reported “unless one is into mowing gravel, there is no grass and it does have washout that is dumping silt onto the driveway. The only good growth is at the front door and in the shadow of the rear deck”.
Lynn Arnold Beaulieu gave us a copy of her Order of Conditions, DEP file #184-0195 that were stamped and recorded at the Hampden County Registry of Deeds dated 02-07-2006 and a Request for a Certificate of Compliance. Agent Howard Fife will do a site visit.
7:15 p.m. Michael Lyman spoke to us about his proposed purchase of property at 330 Mashapaug Rd., Map R6-11-12. The lot is in the 100 year flood plain zone and a Notice of Intent is recommended with engineered drawings showing compensatory storage.
7:30 p.m. The continued Public Hearing of a Notice of Intent for Trenton Carlson of 174 Mashapaug Rd., Map 10A-6.02, DEP File #184-0232 to construct a driveway for a single family home was held. No abutters came. Seth LaJoie of Seth L. LaJoie & Associates reviewed his plot plan. The Board is still concerned with “Utility & Access Easement” still being shown on the plot plan and with water runoff onto Mashapaug Rd. The proposed 3 foot wide stone swale at the base of the lot is felt to be inefficient in handling a heavy rainstorm. Water would still sheet over Mashapaug Rd. Perhaps a culvert under the road would be a better solution. It was suggested that they contact Brian Johnson, Highway Department, to go over the project. All were in favor of continuing
the Public Hearing to April 14, 2009 at 7:30 p.m.
8:05 p.m. Agent Howard Fife reports having spoken to Ashley Penny of 84 Wales Rd. regarding her husbands’ digging into the stream and requested he visits the Holland Conservation Commission.
8:10 p.m. Tina Rootes-Hunter gave us a receipt of her recorded Order of Conditions filed on 10-23-2003 and was given a Request for a Certificate of Compliance to complete. Agent Howard Fife will do a site visit.
8:20 p.m. Michael J. Sibilia of 45-47 Vinton Rd., R-9-A-01 and 02 wants to remove 3 pine trees within 100’ from the lake. Limbs are breaking off and landing on the roof. Motion was made to approve the project. All were in favor. Mary vandenBerg signed Procedure Sheet #2009-O.
8:30 p.m. Gill Gilpatrick, Contractor represented Mary Jean Pinneau of 25 Sandy Beach Rd., Map R-35-G-8 who wants to repair perimeter drains exiting in stone area and installation of foundation waterproofing and tying downspouts to secondary system. Motion was made to approve the project with the condition that silt fence and hay bails be placed on lakeside. All were in favor.
8:40 p.m. Ed Paquette gave us a revised plot plan approved by the ZBA for Ray and Kathy Marowski of 33 Sandy Beach Rd. Having had to move the addition 3 ft. to allow for the 25 ft. minimum set-back requirement, now shows the deck being 7’ instead of 10’ which does not interfere with the erosion control barrier. The current map was stamped and dated.
The meeting was adjourned at 8:50 p.m.
